I've done a little research for your consulate. Here is what I have found. Immigrant visas to the United States are processed for citizens and residents of Kazakhstan, Kyrgyzstan and Tajikistan at the Consulate General in Almaty.

Thank you. I am have known that  all immigrant visas processed in Almaty, Kazakhstan. I want to start getting additional required information for stage 3 and 4. Do you know what happens once NVC processes my case?

Hey guys, October 24, 2018 filer here. So I am getting worried because the processing times went up to 7-9 months and I am freaking out. Waiting more and more is just so painful and seeing this just ruined my mood entirely. Could this be due to the Government shutdown and maybe in preparation for the next shutdown that will probably occur? This just sticks...

Since data provided updated every two months I certainly think that it is due to shutdown because it effects indirectly. So who knows. Let's just hope for best. 

September filers are moving pretty steady and there is filer from Oct that got their NOA2 this.

I prefer to count on real facts and not guess how process functions. What you have described may sound reasonable but I have not seen solid evidence. 

I had an appointment at local USCIS and I asked the very same question. I was told that it effects indirectly because USCIS relies on other government agencies for information. So what happens they cannot move forward if they do not hear back from these agencies because they are closed. DHS, FBI and etc... The petitioner goes through background check and clearance.
