Depends what you're looking at and when you're comparing it to.

 

NOA1 to NOA2 times have certainly fallen off a lot since the most recent peak in early summer 2018.

Unfortunately, processing time at NVC has gone up since then, though nowhere near as much as NOA1 to NOA2 time has dropped (probably a higher percentage, but of a smaller number to start with).

Igor's list shows the most recent 15. It was on the list earlier. But, dropped off the list some time today.

If your embassy sends documents, it's usually before you are allowed to schedule. Depending on the embassy the documents may include your pre-scheduled interview date. Different embassies do it different ways.
