I'm noticing a pattern of 3 weeks post NOA2 for the case number. 95% of the time the embassy recieves the paper work after 1 month of NOA2, especially in case of Pakistan.

@Greenbaum, I wonder if NVC have more additional background check for certain beneficiaries from certain country. My case number was assigned quickly. On the same day when they received it. But there are others from the same NOA2 date and even longer who are still waiting. I'm not complaining because my case can make it to October 31 shipment batch

Each country is analysis based on a number facters.

 

USCIS records confirm that the referenced case is pending background check clearance. USCIS is committed to adjudicating immigration benefits in a timely manner while also ensuring public safety and national security. A small percentage of applications and petitions have unresolved background check issues that temporarily delay adjudication. Although USCIS makes every effort to resolve such cases promptly, USCIS is unable to speculate when the background check will be completed. 

If a background check reveals an issue that may impact an applicant’s eligibility for the requested immigration benefit, further inquiry is needed. The inquiry may include an additional interview and/or contact with another agency for updates or more comprehensive information. Upon gathering and assessing all available information, USCIS will adjudicate the application as quickly as possible. 
 
USCIS realizes that the constituent may be frustrated by the progress of their case. However, the agency must balance individual inconvenience against broader issues of public safety and national security.

Oh my! Three weeks have passed and I’m here like... come on NVC receive and check NOA2s from Oct 5th! Hopefully next week we’ll be ours!

Thanks, @Pbchief2. We waited longer for getting our NOA2, for 254 days on October 2. But we got our case number 14 days since our NOA2 on October 16. So yes we're very happy with speedy process with NVC. 

 

@Greenbaum, the additional background check by USCIS can happen even after the petition is approved? That's why some of cases haven't been sent to NVC? Or NVC has discretion to perform more background check? As usual, thanks for your insight!

Additional screening and background checks based on country of birth, citizenship, or residency in the “State Sponsors of Terrorism” (T-7) list: Cuba, Iran, Iraq, Libya, North Korea, Sudan, Syria; or from the “List of 26”: Afghanistan, Bahrain, Djibouti, Egypt, Eritrea, Indonesia, Iran, Iraq, Jordan, Kuwait, Lebanon, Libya, Malaysia, Morocco, Oman, Pakistan, Qatar, Saudi Arabia, Somalia, Sudan, Syria, Tunisia, Turkey, UAE, Yemen. This is a mandatory stop list and allegedly takes 2 to 4 days, thanks in part to the partially rolled out PATRIOT (Pre-Adjudicated Threat Recognition and Intelligence Operations Team) system managed by ICE, but often take 3 to 6 weeks and if there is a hit who knows how long.

There are background checks at USCIS.

 

As part of its benefits adjudication process and as required by law, the United States Citizenship and Immigration Services (USCIS) conducts background checks on petitioners and applicants who seek certain immigration benefits. These background checks consist of four separate checks against systems within Department of Justice (DOJ), Federal Bureau of Investigation (FBI), and the Department of Homeland Security (DHS). In order to facilitate the collection and transmission of information necessary to complete background check processes, USCIS maintains five information technology electronic systems: the Fingerprint Masthead Notification System (FMNS), the Customer Identity Capture System (CICS), the FD-258 Tracking System - Mainframe (FD-258 MF), the Benefits Biometrics Support System (BBSS), and the Interagency Border Inspection System (IBIS) Manifest. USCIS is conducting this privacy impact assessment (PIA) because FMNS, CICS, FD-258 MF, BBSS, and IBIS Manifest collect, use, and share personally identifiable information (PII). This PIA replaces the previously published USCIS PIA for the "Background Check Service (BCS)" which describes planned background check-related systems that were never implemented. Upon publication of this PIA, the BCS PIA will be retired.

 

There are checks at NVC.

 

When they receive the approved 129f from USCIS, The check to ensure that it’s been stamped. He said they occasionally receive a petition from USCIS and it does not have the appropriate approval stamp in the upper left-hand corner. They are also checking to make sure that the three criminal questions have been answered. He noted that there are times when the petitioner will forget to complete those questions and those questions are subsequently missed by the adjudicator.  In both of these instances the case will then be sent back to USCIS. He said if one of these things occur NVC would know within the first week of receiving the case.

 

And there are checks at the Embassy.

 

Embassy will take a biometric (fingerprints) from the beneficiary at the time of the interview. During post interview processing the fingerprint card is scanned and checked against a number of interagency data bases to ensure the true integrity of the individual who is migrating.

They continue working on your case so no you have not been skipped. Each case is adjudicated base on each individuals case. More of this is needed Did you happen to read what I posted two entry's above yours? Pretty much tells what's going on.

 Yes I read it but I'm just saying that I see many people with NOA2 Oct 5th and still waiting. Don't see any case numbers for that day. Maybe they will work with Oct 5th early next week.

I received an email from NVC this morning since I signed up there to update our email in their system - no case # yet but at least I know it works and if 3 weeks is the average, we should get our new case # next week, our NOA2 was dated 10/10.

Happy to be in this thread! We were approved 10/25/18
