Nope. Scheduling is done through your Embassy UNLESS stated otherwise in the P3.

I read the UK document you sent which states I can arrange the interview when status changes to in transit.

is this correct as it is not allowing me to do so?

Read the 4th sentence. This comes from the materials I sent you.

 

First of all, if you haven’t already done so, make sure you complete your DS-160 and request your police certificate.  Now that you have your case number, you can call Knightsbridge to schedule your medical exam.  You’ll need to give them your case number when you schedule your appointment.  Once you have your exam scheduled, DS-160 completed and have everything else that you need for your interview, complete the Notification of Applicant Readiness Form and when your NVC case status changes to “In-transit” you can go to https://ais.usvisa-info.com/en-gb/iv to create an account and schedule an interview.  Make sure that you allow at least 5 working days between the date of your medical exam and the date of your interview or risk the results from the exam not arriving in time.  For your interview go here https://ais.usvisa-info.com/en-gb/iv/  or call here 442074867822

And that is what is missing to schedule the appointment. They won't set your "record" to enable you to schedule an appointment till such time as you send the AORF. :D

I read that for having the appointment for medical exam, we need first ou date for the interview. is this correct?

Not for UK. You can schedule your interview once you receive NVC number

Every embassy is different. Here is what I have for your embassy.

 

I don't have a Packet 3 letter that has all the requirements for your upcoming interview but what I have I will share below. Once you get in touch with your Embassy and they send you the P3 letter with all the requirements if would be so kind and share a copy with me then I can use it to help others in the future. Well, I'm pretty fit and do a lot of heavy lifting!   💪 I did indeed look at the consulate info and it said 3 days.  I was just questioning/doubtful of the timeline.   Seems pretty quick.
