International student: Can I apply study visa to USA from Canada

Hello, 

I am an international student currently studying in Canada with study permit visa. Can I apply USA study visa from Canada or I need to go my home country to apply for USA study visa. Thank you advance for your time.

You can apply, but it would likely be denied if the source of your support is from your home country.  If so, better to go home and apply from there.

Do you not want to simply visit the US any more?  Not easy to drop a PhD program.

complications of dropping current program aside, OP, seeing as your wife is already in the US on a student visa you are obviously aware you need to have both an offer of a place and proof of funding to apply for a student visa. Do you have these?

You want to apply for and get a PhD place and secure funding as an “option”? Seems a bit extreme.
