How do I get an Equifax Credit Report with a Social Security Number valid for work only with DHS?

CONTEXT:
1) My SSN (valid for work only with DHS) was issued in 2013. I am not a US citizen and will not be immigrating or applying for a Green Card/ Permanent Residency.
2) I have a G4 Visa to work for the United Nations. UN income is non taxable in the US. My UN pay stubs do not list my SSN and I don't have other sources of income in the US. I do not file taxes with the IRS.
3) I have a US bank account and credit card (since 2013). They confirm they have been reporting to the credit bureaus using my SSN.
4) I have lived at the same address for 5 years, and have a valid drivers license
5) I do not have any loans, mortgages or debts (besides the monthly credit card balance which is always fully paid at the end of the month) .
6) I have private health/dental insurance via the UN and these are also not linked to my SSN.

THE ISSUE:
1) Equifax will not provide a credit report.
2) I have provided them with copies of my SSN, Drivers License etc. and bank credit reports.
3) They say that the Valid for Work stipulation prevents them from doing so as per their policies

THE QUESTION:
What recourse do I have with Equifax to get a credit report?

Escalate your request up various supervisory levels until someone is responsive.

Otherwise, try the other credit bureaus -- Transunion and the other.

IF equifax has a credit report on your SS #,  it will show up there along with transunion
