Instead of receiving a message about NOA2, I received this update today that our case was being transferred to another center for processing. We were at the Potomac center.

On January 31, 2019, we transferred your Form I130, PETITION FOR ALIEN RELATIVE, Receipt Number _______, to another office for processing and sent you a transfer notice. The notice explains why we transferred your case. Please follow the instructions in the notice. If you do not receive your notice by March 2, 2019.

USCIS routinely transfers cases from one service center to another for workload balancing.......It is completely normal.  Our case was transferred from Nebraska to Texas in late 2016.  It did NOT delay the processing time at all.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

The email stated the transfer notice would explain however the following paragraph from the email stated this...

During this step, USCIS initiates the background checks of the applicant/petitioner and identifies issues that may need to be addressed either during an interview or by asking the applicant/petitioner to submit additional information or documentation. USCIS reviews the applicant's/petitioner's criminal history, determines if there are national security concerns that need to be addressed, and reviews the application/petition for fraud indicators.

The reason will be "because the record indicates that the office has jurisdiction over the case"....that is the exact wording our transfer notice had.

You are fine unless it was transferred to Vermont.  Transferring is normal for load balancing.  Vermont is only used for additional criminal background checks.
