I don't understand how difficult it is for mail to arrive.. I have sent post cards and letters with no issues. They all arrive within 2 weeks... no issues. Soon as I send something important, it gets lost. Ok so its my fault so I sent it regular mail.. So I sent it again but this time Priority mail. I went with UPS..but they said they can only send it till it hits customs then it becomes regular USPS. So tracking it, it went from Here to Atlanta...from Atlanta to Opalacka Florida, then to Miami, Then after bouncing around between facilities went back to Atlanta Airport, Then to Tokyo, Then to Manila Metropolitan Area, Then a random facilty, and its last check in was at Manila Central Mail Exchange Cneter Air Philippines.... I'm just venting and who knows where its going next.. but I don't know what else to try if it doesn't arrive this time... any advice?

FEDEX!    FedEX is 2GO in the Philippines.   Yup it is costly compared to mail.    (2GO is who the embassy uses)

When I sent documents to the Phils my wife insisted I use FedEx.

From US to USEM they use or used to use DHL.

Is that still the same?

Just when you think you have TDS eradicate,  a new case shows up.

When it supposed to arrive there, and where in the Philippines? You got duped because letters and post cards have nothing of value in them, that is why they all arrived there safe and sound. Once you send something of value to the Philippines using USPS/PhilPost then it may or may not get there on time, at all, or it may get there but the item inside is missing.

Yep..Just tell the UPS store you want to ship via DHL.  I saved ~$30 what was quoted on DHL website from local Pak Mail store and about $50 from what UPS would have charged to get it there.  FedEx wouldn't deliver to the particular province.
