Can medical be done in a different country?

You are not wrong. Any person can interview in any country as long as they are in that country Legally with a Valid Residency. Unless you start talking about Refugees or Asylum cases abroad then that is a different animal by itself.

He is domiciled in Poland, but is resident in the UK (resident in vs a resident of....).  If you provided his UK address, should have no problems with UK interview.

If you have a document supporting that temporary residence then it's ok. I have temporary residence in Mexico and I'm going to my k1 interview here, no issues about it but I do have to present my residence card to be able to enter to the consulate.

 

Some countries don't require to have a residence card, as it might be the case of OP and some EU countries.

You are confusing residency and citizenship. 

 

Residency is where you live. Citizenship is your passport. It’s possible to be a resident of a country but not a citizen (for example green card holders are residents of the USA but not citizens). It’s also possible to be citizen of a country you have never been to.

Actually it’s got nothing to do with Schengen. The U.K. is not part of the Schengen Agreement. Poles living in the U.K. are “exercising their right to free movement” which is an EU right, not a Schengen provision.
