Hi everybody, I have a question. I want to file I-129F for my fiancee, i'm U.S citizen and also have Russian citizenship, so in U.S Passport my name is (Michael) and in Russian passport (Mikhail), when I visited  my fiancée  in RU I used Russian passport (because I do not need a visa), and all boarding pass and fly tickets under of name (Mikhail). Do I need to send to USCIS copy of my Russian passport also, with stamps or what I need to do? I'm filing as US citizen under of name (Michael).

Yes.  In addition, there is a field on the I-129F for the petitioner to list all other names used.

I very much doubt it is a different name, rather it is different spellings of the same name which is very common for ex-USSR. And it's much easier for the petitioner because for the Beneficiary if declaring 'different names' you must submit documentary proof of legal change of names. That is, we did the same, I scanned and mailed my fiance my domestic passport which has 2 spellings of my name: Anna in Russian (also on my birth certificate in Russian) and Hanna in Ukrainian (also on my marriage certificate, divorce decree and kids birth certificates in Ukrainian). By the way, in my expired international passport my name was put as Ganna, which is also on my LLM certificate from UK, as it was the official spelling by then. But since those are different spellings of the same name and there is no proof of legal CHANGE of my first name (which is mandatory), we only indicated legal change of last name on I-129F due to marriage. But also enclosed all these documents explaining these discrepancies.  I believe USCIS is well aware about this situation with naturalized USCs and potential immigrants from ex-USSR countries.

one more question. Do I need to describe how we met each other?

The form I-129f is not very clear on that, so what we did: we described how we met (ie, places, dates) within two years before filing and enclosed a detailed letter describing how we met initially. There isn't much space anyway in those several lines to do it properly. I think the question how you met initially will be addressed to your fiancee at the interview so make her life easier, they will have some input to support what she says

but in part 54. says  Have you and your fiancé(e) met in person during the two
years immediately before filing this petition?  "If you answered "Yes" to Item Number 53., describe the
circumstances of your in-person meeting"  but it doesn't says "how we met or first time or last time" , so I'll describe how  we met last time, and attach last time taken photos, that'll be ok?

That's what I said and what the majority of applicants do: list all your eligible meetings (within 2 prior years) in part 54 and follow with a detailed letter describing your circumstances if you prefer a front-loaded petition.

Like, 'I first met my fiancee zillion years ago when still in Russia in our native city of Syktyvkar (or, on a website www.matryoshka.com, which is not a marriage broker by any means, see TOS enclosed). We met in person in Russia for Xmas in Moscow  Dec XX 2017 to Jan XX 2018 and once again in a third country for vacation July XX to Aug XX 2018. See detailed explanation and evidence enclosed'.

With just two meetings you are out of space on part 54 and haven't yet explained anything significant. Therefore, you need a letter if your circumstances require more detalization or you simply want the IO and later CO to see a real bona fide relationship behind your petition.

My guess is, that means last time "immediately before"

Well, if you only have one episode of face time together. But if not, it's better to give the IO upfront  evidence that you are a devoted bona fide couple happy to share their joy of being together. Petition with no details is difficult to adjudicate and very difficult to defend at the Embassy stage.
