Ordering PSA Consular ROM and ROB

Your ROM filing is good FOREVER.  The document that was returned from the consulate has a time limitation for being acceptable,  if a certificate of marriage is needed for any process in the Philippines you would need to get a "fresh" copy from PSA.

Related question, I will start a new thread if that's appropriate. If someone was not familiar with the ROM process, would misunderstanding the passport renewal and ROM process be a valid reason to file later? Will they deny a ROM based on this?

So The US embassy and consulates, they want the rom within a year of the marriage. You can renew a passport if you’d like but if you were changing the last name, the rom has to be filed or else they will bounce that back or put your maiden name. If the ROM is filed more than a year out then they just want an affidavit explaining the delay in addition to the 4 copies of everything. And even if your passport is brand new they can still renew it early with a ROM if you want your name to reflect your marriage. Hope that makes sense.

Thanks. So that reason won't invalidate the ROM application?

 

Other question, if the marriage certificate only has one witness on it, can the filer just write the name of another witness that was there? There are two blanks on the ROM form but only one witness on the Marriage certificate.

You need only put the one witness. It just has to match the fields of your US one. So if you only have one there then you only need one for the Consulate/PSA

Don't know.   Never heard of anyone who filed ROM after a year or more being denied.

 

Just write a simply letter stating you didn't know you need to file ROM  ... yada-yada .       I find it silly the consulate even wants a letter

I know of some that didn't have any witnesses for the marriage, they left the witness spaces blank.    Only had one, then only write one name.

The exact requirements vary, depending on the PH consulate that has jurisdiction in your state. We live in Massachusetts where the Philippine Consulate General in New York has jurisdiction, and according to their website http://www.newyorkpcg.org/index.php to successfully file a ROM, the marriage should be reported within 3 months of the marriage otherwise an affidavit of delayed report of marriage should be included.

The key thing is to know which Philippine Consulate General has jurisdiction in your state, then go to their website and follow their exact requirements. :)

We filed the ROM 4 years AFTER we got married and it was NOT denied at all. We had to write that stupid affidavit about why we didn't file which took like 2 minutes and that was it.

The forgot the biggest key issue is that you have to file the ROM to the Consulate that has jurisdiction over where you got married at. So for example we got married in NC and then moved out to CA where we lived for 5 years. When we were still out in CA we had to mail in the ROM to the Washington DC Embassy because that has jurisdiction over NC, and we could not do it at the LA Consulate.
