I don't think him forgetting to mention Baltimore was the only reason that led to the denial of entry, nor would they "hold him for hours" based on that alone.

Did they go through his luggage and find anything someone wouldn't normally bring with them on a short vacation?  Things like bringing a lot of luggage/money for 1 month's stay, paperwork and official documents, etc. can lead an officer to presume immigrant intent. 

 

The chances of them being approved for a tourist visa now is quite slim unless their personal circumstances change enough to convince a CO they would be returning home afterwards.
