Basically CBP did not believe he would be returning home after his stay in the US....what were the questions asked of him at the border, and what were his replies?

Going forwards, he needs to show strong ties to his home country compelling him to return.

There is no waiver, if they want to apply again they can do so.

What is confusing? Sounds they were found not eligible for a B.

They already did but they were all rejected that’s why it’s confusing

B visas (visitor visas) are not like immigrant visas (family visas). If they are rejected, then it means they are simply rejected. They do not get the same benefit of having their cases reviewed or reconsidered like a family visa.

They can apply again, or as often as they want, but if the CO still believes they are a risk they will not be given a visitor visa. There is nothing more for them to do.

Quick questions, what country are they from? How long were they planning on staying? How often did they use their B2 before?

It'll be difficult for them to be granted another B visa in the near future. CBP suspected something was off if they not only refused him entry, but cancelled the family visas. Ghana is a tough embassy to get a B visa in the first place, CBP didn't think the family was returning home.
