Question regarding DS-230 line 21a

Timeline

My wife and child have two different case number at NVC in the IR1 category. We are filling out DS-230 for my wife and are a bit unsure about line 21a. It asks for "Person's name who will accompany you to the US" I am assuming it's my child's name. Is it? Or, since my child has her own case number and will have to fill out her own DS-230 it should be blank?

Along with it the only thing needed is a copy of passport biographic page, right? Just my wife's or my daughter's as well with this form.

Yes, I think, she would enter the child's name and the child would enter your wife's name. It is most likely that you onle need copy of passport biographic pages. But please check with NVC forum and explore NVC website to find out for sure, as for some countries NVC requires more paperwork to be sent to them.

I-130 Timeline with USCIS:

It took 92 days for I-130 to get approved from the filing date

NVC Process of I-130:

It took 78 days to complete the NVC process

Interview Process at The U.S. Embassy

Interview took 223 days from the I-130 filing date. Immigrant Visa was issued right after the interview

I am not unsure. However, you should check from NVC link, because the requirements for any countries can change at any moment. So it is better check with NVC link, even you can call NVC and confirm. I would call NVC and confirm. I hope, you understand whta I meant.
