Taking Child To Philippines

Hello everyone!

 

Thanks for taking the time to read my question, and thank you in advance for your replies.

 

My wife is from the Philippines and shes currently a permanent resident here in the USA. She wants to take our baby to the Philippines to meet her parents, grandma, brother, sister, etc. We have applied for him a US Passport but we have not reported his birth or even our marriage to the Philippines embassy, she was planning to do all of that while in the Philippines, along with changing the name on her passport. I know when I visit the Philippines I have to have onward airfare or w.e., will the baby also have to have something like that?

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

From our experience about marriage reporting and passports it would be much more easier to report the marriage, birth and get her passport at the Embassy in Washington DC then wait until you were in the Philippines unless you have already set the travel dates.  You only have to go into one office compared to multiple visits in the Philippines.  If you do the passport in the Philippines my understanding is that you can use the express line (if she is also getting the one for your child) but it will still take a few weeks for the printing of the passport.  The Report of Marriage took us 3 months to be done there. 

 

I am not absolutely sure she needs to CFO stamp too.  You ask when you get there.

August 2, 2018 Case Complete At Consulate

September 25, 2018 Interview in CDJ and Approved!

October 7, 2018 In the USA

October 27, 2018 Green Card received 

October 29, 2018 Applied for Social Security Card - November 5, 2018 Social Security Card received

November 6th, 2018 State ID Card Received, Applied for Global Entry - Feb 8,2019 Approved.

July 14, 2020 Removal of Conditions submitted by mail  July 12, 2021 Biometrics Completed

August 6, 2021 N-400 submitted by mail

September 7, 2021 I-751 Interview, Sept 8 Approved and Card Being Produced

October 21, 2021 N-400 Biometrics Completed  

November 30,2021  Interview, Approval and Oath

December 10, 2021 US Passport Issued

August 12, 2022 PHL Dual Nationality Re-established & Passport Approved 

April 6,2023 Legally Separated - Oh well

Report of Marriage and Report of Birth are to be completed through the consulate representing the state where you were married and the child was born.

 

If you are not purchasing round-trip tickets for your wife and child, then yes the child will need a ticket for continuing travel exiting the Philippines

 

Also your wife should request the BB stamp in the baby's U.S. passport   (Do carry a copy of your marriage certificate and the birth certificate.)

 

(No need for the CFO sticker, you wife has a green card thus is is NOT an exiting emigrate)

The short answer ...  because the child is traveling on a U.S. passport and a BB stamp is NOT a visa.

I've flown in with my Filipina wife but Cathay and JAL have asked for the return tickets even tho I get a BB stamp.   Probably not on PAL but I haven't flow in with her to try.

I don't remember saying that the BB was a visa.  It is privilege, and the onward ticket is not required.

 

It is not required as stated by the BOI memorandum below:

So, some have taken a copy of the letter and the airline complied.  PAL knows this.  For other airlines, YMMV.

 

So saying it is required is simply not true.  Having a ticket only saves your the headache of dealing with the airlines.

Whoa!     Hey .. do as you please.   I have used the BB stamp many times, still the airlines look for a round trip ticket or onward airfare.
