K3 is now obsolete. They don’t issue them no more. CR1/IR1 is the norms now.

There's a whole K3 forum here right next to this forum where you can read at least 8 years of posts discussing how the K3 visa is all but obsolete.

K-3 is a relic from when the CR-1 was taking multiple years to process. While processing timelines are a bit on the longer side now (~12-16 months), they're not at the levels they were back then. The K-3 would only be a couple months faster at best anyway.

Until November 2006, USCIS adjudicated petitions for CR1-2 and IR1-2 visas separately from the K-3 petition and at different service centers. In November 2006, USCIS changed its policy and began adjudicating the petitions together and with rare exceptions, completed adjudication or approved both petitions the same day. Effectively, this did away with the previous far shorter timelines for the K-3 and K-4 processes. 

 

The above followed by the February 1, 2010 changes in National Visa Center procedures (Administratively closing the K3 spousal visa case when both approved cases arrive together as the virtually always have since early 2007), make these visas virtually obsolete.

 

In the last year or so, USCIS started administratively closing the I-129F petitions for spouse once they actually start reviewing the I-130.  Only the few that might slip through for some unknown reason are getting issued.
