Hi guys, Im a US citizen who petitioned my mom for immigrant visa and I am helping my mom to fix her documents for the interview.

She currently has my dad's official death certificate from NSO.

Is the death certicate enough or we would need to get A Cemar/Cenomar?

Please advise.

Thanks.

Yes, your mom will also need the CENOMAR/CEMAR

STEP 5 is the checklist for the interview

https://ph.usembassy.gov/visas/immigrant-visas/family-based-immigration/the-interview/

CERTIFICATE OF NO MARRIAGE (if applicable). Applicants who are single and have never been married (18 years and older) are required to obtain a CENOMAR from the Philippine Statistics Authority (PSA). The request for a CENOMAR is a standard measure adopted in Manila to ensure that a visa applicant does not have any concealed, unterminated prior marriage to anyone, which would eliminate his / her claim to the single status of the visa category sought. To request a CENOMAR be directly submitted to the US Embassy (recommended), you may do so here: https://www.ecensus.com.ph/Secure/Terms.aspx

Hank, Thanks again for your help.

Whats confusing to me is the Cenomar states that "If Applicable"

also the phrase "Applicants who are single and have NEVER been married"

Im just not sure how she will be issued a CENOMAR if she was married before.

Also to my knowledge, is CEMAR is the same as Marriage Certificate?

Thanks

NO.  The CEMAR is not the same as the Marriage Certificate  ... and you need both for the interview.

BIRTH CERTIFICATE / MARRIAGE CERTIFICATE (if applicable). Must be issued on security paper by the Philippine Statistics Authority (PSA), formerly NSO (NOT from the Local Civil Registry Office). You may call the PSA Information Center at (02) 737-1111 or visit their website http://www.census.gov.phfor further information.

Do read through the Checklist, STEP 5,  completely ...  !!

https://ph.usembassy.gov/visas/immigrant-visas/family-based-immigration/the-interview/

With PSA you complete the form requesting the CENOMAR, your mom having been married, PSA will then issue the CEMAR   -  That is how it works at PSA
