It is a bit early for me to worry about it, but if I understand right my fiancee will eventually need a certificate of police clearance from Israel as she lived there for a year while she was over the age of 16. It seems obtaining this is rather time consuming process, and they only send those other embassies, and not to persons, which, if I understand it right, cannot be done until she actually has Consulate interview. Seems like that would eventually adds months long delay, is my understanding of the procedure correct?  Is there a way to obtain in advance? I know they are valid for a year.

Thank you.

This info might help, https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country/Israel.html:

Applicants may request the certificate at their nearest police station or online at https://forms.gov.il/globaldata/getsequence/getHtmlForm.aspx?formType=criminaldocument@police.gov.il (instructions in Hebrew only). Former residents of Israel may apply in person at an Israeli consular or diplomatic mission, or online using the link above.
