Income doesn't meet requirements for past 2 years

My income for tax year 2016 & 2017 does not meet the minimum. However,

I've been working since March of 2018, have 6 months of pay stubs and have already met the income requirement for this year.

When is the best time to start the I-129 petition? Do I need to wait until the tax year is over?

No, you won’t be asked for tax or income information until later in the process, after tax season, so starting now won’t throw things off at all.

Nor will tax returns mean a whole lot for a employee. While still required, tax returns show past income for a W-2 worker. Current income in this cased is best demonstrated via the paystubs + employment letter.

By the time the I-129F is approved, assuming no changes to employment, you'll likely be there for over a year so it should be viewed as pretty stable and be considered.

When my now husband did my K1 back in 2011, he was working at his new job for less than 3 months and by the time of my interview (9 months later) we did not encounter any problem about it. We also had his employer letter.
