What would be your reason for expedite? 

 

And no it doesnt need a senator.

If you contact your senator's office (starting with a call is best I think), then yes, they can help you with the expedite process. Basically, you send all of the same stuff to them that you would send directly to the NVC, along with an information privacy release form (they will provide it to you) authorizing the senator's office to access your immigration application info and to submit requests on your behalf. Also, even though other information indicates that you need to wait for the NVC case number to be assigned before requesting an expedite, you can actually request it using just the USCIS case number. However, the case must have been received by the NVC (even if you don't have a case number yet) before an expedite request can be processed by the NVC.

 

I don't have a sample pool to be able to say whether or not it is faster or improves chances, but my senator did help me with our NVC expedite request, and it was approved fairly quickly even though our grounds for requesting an expedite were far less drastic than the example criteria listed by USCIS or Department of State. I submitted what I thought were all of the documents, received a reply nine days later that an additional document was needed and sent it within an hour, an NVC case number was assigned six days after that, and we got notification of expedite approval the following day. Your response time mileage may vary based on how busy your congressional representatives case work staff and/or the foreign embassy are.

 

I will say that the reply from the NVC stating that the request had been received and forwarded to the embassy for evaluation came from a "Congressional Liaison", which I expect would not be the case with a request sent to the nvcexpedite@state.gov e-mail address. That leads me to believe that they have at least one (maybe a team?) of people who specifically handle requests from congressional representatives, and it's possible that they are processed faster and given more weight. I don't have conclusive evidence of that though, so don't expect anything to be automatic.
