for CR1 does the interview have to be in the country the couple was married? I think maybe that was the old K3 rule. Does it hurt the CR1 if the couple marries in a third country? 

In our case if we marry in Denmark after he gets his asylum accepted because it’s easier process in Denmark. Would the interview still be in Italy or would they require it to be in Denmark? 

For the CR-1, a legal marriage anywhere in the world is the requirement. For example, @Paul & Mary married in Hong Kong and are doing CR-1 in Mexico (where they currently reside; Mary is a Philippine citizen):

Where the marriage occurs does not determine where the CR-1 interview is conducted; it's irrelevant. In a nutshell, the CR-1 can be conducted in 2 places: where the applicant has citizenship*, or where they have residence*. As already mentioned, each consulate is different concerning the residency status requirement.

*If a country does not have a US consulate with an Immigrant Visa (IV) section, then the DOS has designated a US consulate in a third party country to accept the interviews. For example, the Naples consulate is also responsible for processing IV applications for citizens and residents of Malta and Iran.
