The Chicago lockbox is just an initial collection facility.  All IR-1/CR-1 cases are distributed to a service center based on USCIS protocol (probably workload).  It appears Nebraska is currently processing cases received around February 3rd, 2018.......good luck.

Senior Master Sergeant, US Air Force- Retired (after 20+ years)- Missile Systems Maintenance & Titan 2 ICBM Launch Crew Duty (200+ Alert tours)

Registered Nurse- Retired- I practiced in the areas of Labor & Delivery, Home Health, Adolescent Psych, & Adult Psych.

IT Professional- Retired- Web Site Design, Hardware Maintenance, Compound Pharmacy Software Trainer, On-site go live support, Database Manager, App Designer.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

The estimated time currently on your time line says "between February 11, 2019 and February 15, 2019*."   

That's probably pretty accurate.

So on uscis it say's they are processing cases in December 2017 is that pretty accurate? Im Confused

The USCIS site is typically not updated regularly.  The VJ calculations are done on a continual basis as users update their timelines.  It means that there have been at least some cases with a received date Feb 3, 2018 processed.

I filled on 14th of February 2018. But they received it on 15th of February. So what is my hope

I know what you mean.  We filed our CR-1 on April 27th, 2016.......wife received visa in hand on May 12th, 2017.

Filed on 26 July 2018. Received NOA1 30 July 2018.
NOA2 is almost talking FOREVER!!!
Being processed at Nebraska Service Center.
Been waiting until I'm losing weight🙄
