My money would be on it being loaded electronically.  I know embassies can be hard to deal with.  We got misinformation that made my husband waste a day traveling to the Embassy for nothing.  I don’t know if you can verify with USCIS here.  Or get a pic of her visa in her passport.

I did get a pic of her passport. I don't see anything indicating it's being sent electronically. I don't know if there is another way I can verify if it's being sent electronically?

Start with an email to the Embassy just in case.  My experience is they respond between 5 minutes and five months..  Just keep the email brief, put the question in the subject that you want to see if the visa has UV packet uploaded electronically.

 

Call USCIS/NVC customer service.

The original post said you had talked with the consulate, told there was a sealed package sent, and what you needed to do to replace it.  I'm not sure why you would then believe it might have been sent electronically.  I would have my mother tear the house apart looking for it, making sure she knew exactly what it looked like (i.e., a manilla envelope, not really a "package")..but then, my mother was always misplacing things.  If your mother is sure she doesn't have it, you have no option but to follow the consulate's instruction on what you need to submit so they can recreate the package.  The sooner you start that process, the better.

I did call them, they weren't very helpful at all. I was hoping that maybe the packet was loaded electronically because i've read that's been other people's case. I can't see my Mother throwing away an envelope that is heavy and stated do not open. She has searched everywhere, she kept all her documents in a file cabinet. She went through all that too and nothing. I just can't believe I have to redo the application process again and resubmit all the documents, including new police clearance report that has expired by now.

Did you ask them if her packet had been sent electronically?

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

I didn't at the time I spoke with them since I had no idea that could be possible, I only read about it after I spoke with them. They are not closed, I sent an email.

Then I would wait for their reply and comply with their instructions.........unless you want to risk the consequences for your mother......good luck...  I hope they quickly inform you that the packet was sent electronically....

Update: I spoke with CBP.gov at her POE, was able to speak to an agent. He managed to look her up on her flight, all her info is there on the system. He said she should not have any issues. I advised her to take all paperwork she had to file all the application with her. The agent at her POE said they will not deport her because she does not have a sealed IMMIGRANT packet, they are moving towards a more electronic system everywhere.

Check again with them to see precisely which documents you need to submit.  It likely isn't all of them.
