URGENT HELP NEEDED - SEALED IMMIGRANT PACKET

My mother received her passport with immigrant class IV visa. She did not receive a sealed immigrant packet like stated on website. 

I called the consulate they said they did send it with courier with passport. 

They require her to submit all her documents again and redo the medical exam. Her South African Police clearance certificate expired and that will take weeks to get a new one.

Does anyone have any experience with South Africans receiving NO sealed immigrant packets in the last couple of months?

 

Her flight departs tomorrow evening... I don’t know what to do? Can anyone help me please?

I think it might be a case of where they are still following a process that’s outdated In South Africa. At least that’s what I hope. I spoke with the US State Department and they mentioned the same thing as what the paperwork states above. They do everything electronically since 2017. 

 

I also called Customs and Border Protection at her Point of entry, and they were able to verify her info before she departed from South Africa in their system. She is currently enroute and I’m hoping for the best.
