Tier 2 won't be any more useful in your situation. If you have a correction, just submit it with a copy of your NOA1 to the lockbox. That worked for me (I had to correct my wife's birthdate). You might also want to set up an infopass appointment, and talk to someone in person.

I accidentally ticket wrong the question of have you ever been arrested? ....because his case was dismissed, totally misunderstanding, so we want to correct that question adding the information required

Tier 2 won't help, unfortunately. If it's a correction of a form, I'd follow @usmsbow's advice and send it to the lockbox with a copy of your NOA1. If it's an evidence correction, wait until they send you the RFE.

I'd suggest possibly getting a copy of his police record if you hadn't included it. :)

I wanted to talk to tier2 so they tell me if I should send the whole I129F form or just a letter explaining my mistake in one question plus the arrest information. Also I want to know where should I send it...Don't you think they will answer me or I'll be able to talk to tier2? I'm really scared because unfortunately is like I lied about his arrest but it was a confusion and I wanna fix it asap

I understand. Unfortunately Tier 2 are just slightly less ignorant than Tier 1. I would just send in the page(s) that you need to correct, and a letter explaining.

If you really want to talk to a Tier 2 person, you just have to ask and hope the Tier 1 person is willing to do it for you. That doesn't always happen, so you might have to call repeatedly.

My fiance called two times today and he told me seemed robots answered him, they couldn't answer his questions, they were repeating basic information.... They didn't help at all .. that's why I was asking about TIer 2. Where did you send your correction to? Someone told you to do it a particular way? Should I just send that letter and they will count it?

Send it to the same address as you sent your original petition. No, no one told me to do it a particular way. I just hoped for the best.

Like I said, you could also make an infopass appointment and meet with an immigration officer in person.

You call and ask for a Tier 2. They usually cannot transfer you but may request your number so they can call back.

But as noted, a Tier 2 isn't going to be any more useful in your situation.

You can send a corrected I-129F + the court documents + a cover letter to the address noted on the I-797C (this will be the address of CSC). They may or may not accept it. If not, you just need to wait for an RFE.

Timelines:
