Some preliminary googling when I was trying to figure the best path for us suggested that it wasn't particularly fast or straightforward for two foreigners to legally marry in Spain (or a lot of European countries; though Denmark looked promising). Though it wouldn't be the first time the first things that came up on an internet search were wrong.

Your fiance might be successful in getting a tourist visa to the US if he can show strong ties to Morocco--he should just be upfront with lots of documentation and see what happens.  It would be faster and cheaper than the long road for a K-1 visa (8 months to a year or longer, depending on the country of origin), which you could apply for later anyway if the tourist visa is denied.  My recommendation would be to get married in Morocco since that is where you want to live.  Cross-border romances are not easy.  When you find your true love you have to face the legal realities of the countries involved, and have much patience and do your research on the options available to you.  Good luck!

B2 is the appropriate visa. Not sure that would achieve the OP's aims.

They will need to show US domicile (or intent to establish it) for the K-1's I-134 still. That might be a deal breaker for the OP, but is certainly doable if they are absolutely intent on pursuing that option for some reason 🤷‍♂️.
