if you can get an N-600 you are already a US citizen or atleast have a claim to citizenship. In this case you can’t get a naturalization. You will have to provide more details to your case if you want a better answer.

I appreciate the feedback. I am not a citizen yet but I am applying. according to the forms, I meet requirements for both N400( I had my green card for more 5 years now ) and N600( my mom got her US citizenship before I turn  18 and got my green Card at 17). The N600 cost almost $1200. I fill the I912 to get the discount but it got rejected by USCIS and I am a student I can't afford that much money but I am willing to pay $700 for N400. I just want to know which is one better for me.

you can't be both, or you are a US citizen or you aren't

 

from what you've said, you derived citizenship from your mom. there is no obligation to get the n600, many have only gotten the US passport

You are already a US Citizen if your story is accurate. You became one with 17 if you met the requirements (your mom a US citizen, you under 18, in her physical and legal cutody). You can just go apply for a US passport and in theory don't even need a N-600.

It's amazing how many questions can be resolved with a 2 minute Google search...
