Chinese Visa Renewal Issues

My friend is in the US on a H1B Work visa. Work sent her to China for 2 weeks, where she needs to renew her US visa (once per year, if traveling internationally). At the interview in the Beijing Embassy they took her passport and told her 3-4 weeks for a decision. So she's stuck there indefinitely not knowing what's going on. What is going on?

You do realize the number of 221Gs and RFEs of late?  Word on the street is lots of shady stuff going on under the surface in the H1b program.

In general, no other nation should keep another national's passport for more than a reasonable time(for stamping etc). If the other nation needs to process something else, they should return the candidate's passport during their other processing time. Your friend should request the passport back if the US embassy said 2+ weeks. Even now also she could request a return of her passport ASAP, if required. ( I had this situation in Mexico several years back but embassy has asked me to come back in 3 weeks(they said that they will call me, and they did call me) by returning my passport.

As noted above, you can always request the passport back.

However, they will need it to issued the visa, which seems to the the OP's issue. Even if the existing visa is still valid, they would have to return back abroad to get the renewed visa. It's likely easier/cheaper to reschedule the flight than to fly back to the US and have to do another round trip in the near future.
