I tried to research this topic, but it seems hard to get to a definitive answer. I'm a recently naturalized US citizen, and I have a younger brother who's 19 years old. I want to apply for permanent residency for both my mother and my brother. I understand that applying for a sibling could take north of 10 years in some cases. Would I not be better off just applying for my mother, hope she gets it withing the next two years (i.e., before my brother turns 21) and have her apply for by brother (i.e., her son)?

  Depending on the country the current wait is 15 to 25 years and it will probably double for those that are filing now.   If you mom beats him turning 21 she can file ,  but there is a high chance he will age out making the wait once again very long. 

This will not be over quickly. You will not enjoy this.

Ok so...these are the options/timelines: first, your brother will age out one way or the other because the process of getting your mom a green card will take about a year, and then it will take her about 2 years on an F2A basis to get him one; but as he will almost certainly age out during that (it’s not just applying before he’s 21, with a bit of leeway he needs to be under 21 at visa issuance stage), her process will convert from F2A to F2B, the latter currently takes about 7 years. Still faster than the 15 years plus it will take you to sponsor him as sibling. Note as long as your mom only has a green card, your brother will need to stay unmarried for the F2B petition to remain active. If she becomes a citizen then it’s ok if he gets married, but then he converts again to F3, with a current wait time of around 13 years.

 

note that all the wait times for the F preference category visas are likely to get longer over the next few years.
