Received finger print notice for IR1...petition approved and applicant already entered the US...is this normal?

Hi,

Need your help with the below query. Sorry, if I am posting this under the wrong section.

My spouse entered US in IR1 status (we filed via DCF) and also got her IR1 endorsement in her passport as well in July '18 at the port of entry. Around Aug '18 second week we got a notification saying the card is being produced and will be mailed. But instead we have received a fingerprint notice now. Is this normal procedure? I was expecting the card to arrive. Not sure why is there a need to do fingerprint again.

The fingerprint was already done in our home country in June '18 and again at the port of entry. Has anyone experienced the same.
