You need to make over 125% over poverty line in order to sponsor someone. So job is kind of vital. 

 

Or have a cosponsor. 

 

Just not sure how are you planning to afford immigration fees, your parents health insurance and everything else if you don't have a job. Something to think about. 

 

The process will take about a year so that's more than enough time to find work.

You should look for gainful employment as you will ultimately be responsible for her. But you can proceed with a cosponsor. But you need to consider that a cosponsor will give you a chance to petition your mother. If your mother needs healthcare, that could be another issue as healthcare here is not cheap. 

 

So so to answer your question, not having a job is not a 100% complete restraint for petitioning your mother, but it could make things more difficult in other areas.

How do you support yourself?  What would you do if the person supporting you were to die or divorce you?  There is much uncertainty in the world so every adult in the US should be capable of supporting themselves and any other person who might be a dependent (like your mother) even if not doing so at this time.
