USCIS does not want to accept working evaluation

Here are the missing lines:

Our timeline:

2015/05/01 My wife's H1B becomes valid.
2016/08 I apply for an H4 for me, it is approved. Although I still live in Germany, I do not want to lie when I visit the US when I'm asked why. There is a risk of entering as a tourist and saying that you want to visit relatives.
2016/08 First consultation with the former lawyer about the change to the greencard
2017/03 The first job advertisements are published.
2017/08 PERM is requested.
2017/12 PERM is approved
2018/01/30 The lawyer announces that we need a Working Evaluation Certification. We can get these through a special agency.
2018/03/30 The H1B renewal application is submitted.
2018/04/11 I140 / I485 / I765 / I131 were filed.
2018/04/30  H1B/H4 has expired.
2018/05 First contact with the new lawyer. She
gives us the advice to submit the I824 for me as well.
2018/06/04 I824 is filed.
2018/06/15 I765 / I131 were approved.
2018/08/09 Employer submits Premium Processing application (I907)
2018/08/25 The RFE arrives. The USCIS wants evidence that my wife's qualification actually corresponds to a US Bachelor degree.

An update:
As I mentioned, the old lawyer did not send us a copy of the submitted documents. Because we now change the lawyer, she had to give out the documents to the new lawyer and we got a copy of it. We now know why the USCIS wants a proof that my wife has a bachelor's degree: the old lawyer submitted the application as a professional worker, although she should have known that "skilled worker" was the right category. We hope that the new lawyer can come up with another way to continue the process.
