My fiancee (from the Netherlands) has no fixed address overseas; prior to our first meeting (and getting engaged) she lived in Australia. Since meeting me she has been spending as much time here in the US with me as she legally can, making 90 day visits, then spending the rest of her time in different countries. After her first visit here (during which we filed the I-129f) she stayed with a friend in Canada. That friend's address is the one we listed as her address on our application. But when she came here for her current visit, the border officer strongly implied that she would not be able to return to Canada and wouldn't let her into the US until she bought a plane ticket to the Netherlands to prove she intended to leave at the end of her stay. This is fine--she WAS planning to leave at the end of 90 days--but now we are expecting NOA2 perhaps a week before she must go overseas again, and we need to figure out how to send her application to a different consulate. Is that as simple as filing a change of address with USCIS? How does the process change once it transfers to the department of state?

It isn't just you need to or can change embassies depending on where she wants to stay. It has to be done in the country or her legal residence. If she is a citizen from the Netherlands; but staying on a tourist visa/VWP or what not in Canada, you can't just switch it to be done in Canada she needs to finish it in the Netherlands. If she has a legal residence in Canada, she could do it there but again just "staying" in Canada on a visit doesn't authorize her to do it like that. She would need to return home to complete the process (medical, interview, gathering of all documents needed, ect)

12/06/2017 - I-485 Approved

12/14/2017 - Green Card Received in mail - No Interview

Sorry re-read and see how you wish to change it to the Netherlands. My mistake on initial reading. As to changing the embassy I assume at this point contact USCIS and see if they can change it. Once it gets to NVC you would have to deal with them and depending on if they already sent it to Canada or not it could delay things.
