I would have her abandon the GC, apply for a B2 in the unlikely event that she did not get one apply for a GC if she wants to say visit long time or permanently move to the US.

Since it's only been 14 months I believe I would recommend that she try for an SB1

Abandoning a green card in favor of a visit visa (generally) overcomes immigrant intent assumption.

Curious how this worked (works) out for the OP.  I would suggest his mom abandon her green card and apply for a tourist visa unless her intent is to move back to the US. My wife had to abandon her green card due to family medical problems in her home country. She tried to make trips back to the US to keep her visa, but the medical problems interfered and she had to cancel. I always worked overseas so we closed up shop in the US, but kept storage services and our common bank account. Now, we are in search of a new Green Card for her. USCIS site says abandonment of the previous residency will not count against her for the new one. At the same time, because of financial responsibilities in her home country, she can likely get a tourist visa while we wait for the new green card. It will be an interesting journey. Anything can happen, but hopefully, we can return to living in the US.
