It seems that you are at an impasse.  You will not be granted a tourist visa unless you have more compelling ties to home, however, with your current predicament, you are already on the backfoot.

I second that you spend more time together in a different country, perhaps the UK?  If your boyfriend really wants to see what it is like living together before proposing then he will figure out a way to do so.

a K1 visa is not a visitors or tourist visa. it is for people who want to get MARRIED. Your boyfriend will have to  have to take time off work and travel to meet you.

You can’t do that. That’s not what K1 is for. You have already been denied twice so your chances of ever getting a visiting visa are very very slim. K1 is for people who are sure of their relationship. If you apply for a K1, you have 90 days to marry. If you decide not to marry, you just leave and forget about it. However, if you ever try for any other visa in the future, it will raise red flags in your application. But to be honest, with that many denials under your belt, I don’t see a scenario where you are granted a tourist visa. Best to be sure of the relationship or move on.

I can pipe in, being from Kenya myself. You are going about it all wrong. You applied at the Uganda or Kenya Embassy for your B2? The latter is really tough and justifiably so. You will not have a problem with the K1 because you got denied for the B2 which is very common to get denials. However, using the K1 to come here, then leave will cause you a big problem. Why not have him come stay with you in Nairobi or Kampala for a month or two (Kenya visas for for 90 days), and see how things work out? K1 is not for this. 

K1 is that you know you will marry someone 100%

Denial of a B2 is in itself not an impediment to getting a K1. It depends on why there was a denial..not having sufficient ties to Uganda..and she does not have good enough ties..is not fraud

A K-1 visa requires evidence of intent to marry within 90 days of entry. Typically this is via a signed letter stating such intent. It would be fraud to sign such a letter without intending to marry within 90 days.

There are no documents he can provide to aid in obtaining a tourist visa. The visa is granted or denied based on your circumstances, not his.

OP, are you aware of the time and money associated with a successful K-1 visa?  

 

It is not cheap. Or fast.  I suggest you research it extensively before attempting. And event then, not until you are both entirely sure you intend to marry each other, as that is one of the primary requirements.
