All that is needed for the K1 is Cemar and D. Decree?

All that is needed to submit my K1 is my girlfriends Cemar and her certified copy of her divorce decree from her xhusband in Oregon?  I have read here at VJ that these are the only two items that my gf has to have concerning her foreign husband in Oregon and her divorce that he initiated in Oregon?  He has sent her the certified copy of her divorce decree, so I have told her she needs to go to the PSA to get a copy of her CEMAR.  Is this all that she needs concerning a divorce from an American foreign husband?  I read here on VJ that the Embassy only needs these two items that show she was married in the Philippines and that her foreign husband from America divorced her in the state of Oregon?  I also read here on VJ that she will not be issued a CENOMAR, but instead she will receive a CEMAR.   Any help on this topic is much appreciated.  Thanks in advance.

Yes if your girlfriend has been married before she will receive what they call a CEMAR (CRS Form No.5 - Advisory on Marriages). The CENOMAR is for people who have never been married. In her case her CEMAR will show that she is married (if they were married in the Philippines and or the marriage was registered Report of Marriage (ROM). In any case as long as the USC divorced her (in the U.S.) the embassy will accept the divorce decree. The Philippines will also recognize the divorce too provided you register it with the courts there. Bottom line the US Embassy will accept the divorce. So yes attach the divorce decree and the CEMAR with the K-1 application. You are correct she must get the CEMAR from PSA it comes on a special paper. When she request the CENOMAR / CEMAR tell her to state the purpose of the request is for K1 Visa, she will have to check the other box and write in K1 Visa on the request form of the CENOMAR / CEMAR. It should not matter, but better safe than sorry.
