Filing of I-130 in Embassy as no international office

My wife want to file Petition i-130 but there is no intention office of USCIS in Pakistan and Embassy in Pakistan has no appointment option for filing of I-130.

If she lives overseas she must send the I-130 and all required supporting documents and forms to the Chicago lockbox, as per the instructions that accompany the form.

Nothing new about that. It's called DCF and has been around for ages. But you forgot to read the rest of the sentence:

 

If you are a U.S. citizen and you reside outside of the United States where USCIS does not have an international office, you may file for an immediate relative at the U.S. Embassy or consulate having jurisdiction over the area where you live only if:

Exceptional circumstances exist, and

The USCIS field office director with jurisdiction over that location determines that the embassy or consulate may accept and adjudicate the case. 

 

The part that I have made bold and italic is the part that does not apply to you. Always good to read each sentence to the end.
