This is the email I sent to the US Embassy in Bangkok;
Regarding the K1 Visa application I received my packet 3 and am now in the process of gathering all documents. For the affidavit of support according to form I-864P 2018 HHS Poverty Guidelines for Affidavit of Support 125% of HHS Poverty Guidelines is $20,575. During 2017 and 2018 I have been attending a University to get my RN License and plan to graduate June 2019, which has limited my ability to work as many hours. My 2017 tax return lists under line 7 salary to be $22, 625. I want to know if there would be any benefit of adding a Co-Sponsor for my I-134 affidavit of support form considering I already met the minimum requirements. I was unable to find any instructions for how to add a Co-Sponsor, if you could let me know if I am correct in thinking they would fill out their own separate I-134 form. Do I also need to write a letter explaining the circumstances of using a co-sponsor?

 

RESPONSE FROM EMBASSY:

 

Dear Sir/Madam:

 

Thank you for your email.

 

Please note that the Immigrant Visa Unit is unable to advise regarding the financial documents prior to the visa interview as we cannot pre-approve cases.

 

Please be advised, however, that joint sponsorship is generally not applicable for K visa cases.  You may consider submitting an I-134. 

 I tried to get them to clarify but they just re-sent the same email. I have an inside source that tells me they do accept co-sponsors because he was able to get one for his fiance as recent as 9/2017. 

They sent one more email after this;

Please be informed that it is within the interviewing consular officer’s discretion whether co-sponsorship would be accepted.  Following the visa interview, in case that the financial documents do not meet the requirements, the consular officer will inform the applicant which documents need to further be provided.
These guys make no sense, first they say, "joint sponsorship is generally not applicable for K visa cases" then they say it depends on the CO... What do you guys think?

Yes you should add a co-sponsor and they would need their own form plus yours. You’re too close to the poverty level that they would most likely ask for a co-sponsor at your interview and it will be faster for you if you already have one ready to go.
