I was wondering if say someone who is trying to fix papers for their undocumented spouse, if the undocumented one got a driving with no license ticket if that shows up on their record when they go to the visa interview in juarez.... would the immigration officer find out about that no license ticket?

You mean a no license ticket in Mexico?  Even if they found out, it wouldn't make a difference.  If you mean in the US, AND they were in the US illegally, then it would be found out and a big issue.  Please clarify.

Are you saying the person received a ticket for driving a vehicle in the USA without a license WHILE being illegal? Yes, that’s a concern.

The illegal presence in the US -if overstayed a visa- may be more of a concern-

Ineligibilities for Visas - What If the Applicant Is Ineligible for a Visa?

Certain conditions and activities may make an applicant ineligible for a visa. Examples of these ineligibilities include: drug trafficking; overstaying a previous visa; and submitting fraudulent documents. If you are ineligible for a visa, you will be informed by the consular officer and advised whether there is a waiver of the ineligibility available to you and what the waiver process is. Classes of Aliens Ineligible to Receive Visas contains the complete list of ineligibilities.

Unlikely.  Biometrics will run a background check of the individual of their unlawful presence in the United States.  Felony charges such as assault, domestic violence and DUI are large legal immigration hurdles and are possible denials of visas for illegals who married an American citizen and filed the I-601a waiver.  Immigration is aware of these individuals driving without licenses and will forgive this as long as he/she appeared in court and paid for their tickets.

The interviewing officer in Juarez will be asking more in depth questions about when and where the individual crossed and if he/she used false identification (misrepresentation) for starters.  Questions about the visa applicants spouse, family, number of children and where and when they were born are in the cards.  A minor traffic ticket is the least of your worries.

If your spouse was in the US illegally and you've already lied and said they weren't, you have a really huge problem.  If you've been up front about it and are filing an I-601 waiver, then the ticket is not an issue.  Yes, they will know about it.

If you've lied about the illegal presence and are caught in that lie at a visa interview, your spouse may be banned for up to life from ever legally entering the USA due to a "material misrepresentation".  NEVER assume you can get away with lying on an immigration form or to an immigration Official.

If you've been truthful, no need to worry about the ticket at all.

As long as you have an approved I-601 waiver, a traffic ticket is nothing to worry about. Minor traffic violations do not make you inadmissible. You just have to be sure to disclose any arrests at the interview and you will be required to provide all certified court records.
