Case Status says Issued before we have sent additional document?

Timeline

Hi Everyone! 

 

Me and my fiance are a little confused. His visa was approved on the day of the interview (US embassy in Paris) then received a phone call later that day that he would to submit a different copy of his birth certificate. He had to order a "long version" and we just received it via mail today. His case status was on administrative processing last week when I last checked but when I checked today, it says issued? He just mailed the birth certificate to the embassy today so they will hopefully get it in the next couple of days. Does anyone know if the status will stay on issued until they get it? Or is it possible to go back to administrative processing? We are just confused if the visa has already been issued and mailed? (Of course they cannot give us any answers when we call). Any insight would be helpful! Thank you!
