Your mom has to apply.

There is NOTHING you can do to help the approval or to apply for her or anything. SHE has to do it and will be approved/denied based on her own merits. You will not play into the equation at all.

Don't listen to gossip or "tsismis" or second hand information.

Do your own research and use google.  This tells you everything you need to know. It is from the Embassy in Manila.  You can select English or Tagolog if needed, their is an option in the top right corner

Actually they will take into account relative living in the USA, it is asked when doing an Tourist Visa......

Just when you think you have TDS eradicate,  a new case shows up.

And can work against her ;)

No one is granted a tourist visa BECAUSE they have a relative in the states. It can also show immigrant intent. The mother will have to make a very strong case of her ties to her home and that she intends / HAS TO return

It depends, If the person living in the USA is a US Citizen then they tend to approve it vs being a permanent residence.

Also in Philippines Tourist visa seem to be granted to the elderly and wealthy, much more than to average citizens.

Uzbekistan refusal rate for tourist visas is high, 50%. Focus her application on ties to her home. Don't say anything about caring for the baby. Good luck.
