As a Legal Permanent Resident of 4years 6months, can I submit N-400 now, even though I have not filed my tax return for the  last two years?

Also you should file your taxes. It doesn't really show "good moral character" if you're not doing your responsibilities.

Have you reported your income on your income tax forms?
Your tax returns are very important proof
that you are eligible for naturalization. On
the day of your interview, bring certified tax
returns for the last 5 years (3 years if you
are married to a U.S. citizen).

Date of residency. That's date of green card approval following AOS for those who entered on non-immigrant visas such as tourists and K-1s and date of entry for those that entered on immigrant visas such as IR-1/CR-1, etc.

Thanks guys, but I would like to know if I can file for my tax returns now or at least obtain an evidence for IRS to indicate that I do not owe, so that I may include this in my N-400 application when I am 4yrs 9mo 1day?

or  Can I file without this tax return or IRS evidence?
