I had a speeding ticket. I was approved on the spot at my citizenship interview and was scheduled for the next ceremony about three weeks off.

If his rOC and N400 are both pending you will probably get an approval soon. My advice is to apply for the driving license.. it sounds like he doesn’t have my kind of driving experience...he may not even pass the permit test, written test or driving test by then but at least he can start the process.

He will also need to look into the requirements regarding his medical condition. I have epilepsy and I have to submit certain medical documents regarding my fitness to drive and date of my last seizure, etc. 

 

If he has a condition that could cause him to speed or read-end someone, tickets and potential problems with citizenship are the least of his worries. He could seriously injure or kill himself or others.

My wife was in the same boat when she came over,but in our case she had to learn to drive (she hadn’t driven a car in over 20 years) since we really do not have public transportation in our area.  Fast forward 3 years and she did have one traffic citation for supposedly Turing left on a red light (it was yellow when she started her turn, but there really is no arguing with the police at least during the stop).  Anyway, she filed her N400, and honestly we completely forgot about the ticket when she filed, but remembered it later.  She did disclose it at the interview and it had no impact on her naturalization.

My wife had never driven a car a day before in her life before she got here. She was trying to treat the car like a scooter and I had to correct her style of driving. Now she is more cautious than I am in regards to driving.

Well I will be a minority voice here.  I don’t think anyone not comfortable driving should be doing so.  If he wants to practice until then or just not drive and he’s able to get around that way, there’s no harm in letting sleeping dogs lie.

 

My husband never drove and found big city traffic terrifying and got disoriented as to location easily (one street corner in Phoenix looks much like the last).  He’s just now (10 months later)  feeling like he could start learning.  I would never rush anyone to drive if they didn’t feel comfortable with it.

The OP said her husband wants to get his license. He's been here over four years.

The question she poses is-- if he gets a traffic ticket, will he be denied citizenship.

My wife was the same way and it took a good year for her to get the nerve up to get a DL. Even then she avoided the CA freeways like the plague and stuck primarily to surface streets.

True, I got away from the question as I scrolled through the replies and generally remembered he wasn’t comfortable about driving.  It just sounds like he’s trying to avoid any potential problem.
