This happened to our 130 as well. It was transferred from TSC to NBC then to local. Didn’t quite hit a year, but close enough. I then involved congress office, we received another RFE for more evidence of bonafide marriage and then 2 weeks later it was approved. If you haven’t contacted your congress office, you should try. But our 130 was pending a few days short of a year.

our case a a little similar.  We filed the I-130 on 08-16-18 went to the Potomac Office.. 6 months past by (Feb 2019) we got a letter saying our file is was being transferred to National Benefits Center, then in Oct 2019 I got a letter sating that I got an interview at my local office the following month (Nov 2019).  Keep in mind, during all this time i was sending inquries by emails at the USCIS, calling the USCIS (talked to a 1 tier and 2 tier person), emailed my state governor; they made phone calls on my behalf.  Which I think helped a little.  We have an attorney and said that we only needed to wait.  We felt hopeless.

Well after I have the interview in Nov 2019 which was for an RFE, the officer sent a letter about 1 or 2 weeks later wanting additional information which some of the stuff that he requested was given to him at the time of the interview.  Our attorneys office submitted the additional information by mid Jan 2020; and finally in March 2020 we got a letter approving the I-130.  Now we are waiting for the instruction letter from NVC.

I say keep bugging the USCIS, you have to send 3 inquiries (each one has to be 30 days apart from each other if you have gotten an answer to your application) to then be able to speak to a 2 tier person.

What I've heard is that USCIS are low staffed because of the virus BUT the staff that is working only dedicating their time in reviewing the files still moving them forward since they are not having any interviews.  The USCIS sounds like they arent gng to open until 06/04/2020 so maybe is not until then you might get a response.

I hope this helps.

We did so many inquiries its always the same answer. Congressman didn't help at all. We haven't been able you talk about the tier 2 officer. Usually I'm the positive one but darn it's been a hard time. I fee like giving up. My wife don't even want to call USCIS anymore and I don't blame her. They are not going the help. Are case was received in August 6, 2018 on Nebraska service center. Was sent to the local office on March 29, 2019. We never heard of them not even asking for an RFE. After so many inquiries sent. We even try the ombudsman and nothing.

What exactly does a tier 2 officer does for us?

I think what you gotta do is when you call give them dates of your inquires.  My understanding is that when you send 3 then you are allow to talked to a 2 tier person (which i think is a person that can get/has more information on your case; for me she was able to send a message to the officer that had our case asking for the status, I was told that the officer had the case since March 2018)  About 4 weeks later or so that when finally I received the interview letter.  Don't give up.  I know if gets annoying and frustrating but if you guys don't keep bugging USCIS no one else will.

Do you know if the lawyer did all the paperwork does USCIS mails everything to the lawyer? Since we never got the NOA1. Because I feel like the lawyer is not being honest with us.

Hi all, my husband and I filed for a CR1/IR1 visa in 2018 and he entered the through JFK airport back in November 2019. His temporary stamp expires this month and we have not received his green card in the mail yet. Has anyone here received their green card in the mail after entering the states?

Hi. We just received the green card last week. My husband entered the country at JFK on November 30. I called the USCIS 2weeks ago to ask what was happening and then a week later we got the card.
