I-864 is required for the AOS, and CR1 etc. which are immigrant visa/ statuses. 

 

While I-864 form is legally binding for the sponsor, I-134 is not binding. 

Because of the nature of form I-134 it is more fitting for K1. as a K1 would be invalid if the person who entered with it does not marry the person (petitioner) intended. this actually protects the petitioner by not being obliged to sponsor the person, in cases such as they do not get married and beneficiary go back to their country.

 

After marriage, application for AOS is sent for Green Card (similar process to CR1/IR1 cases it is the same form, however goes inside the US by adjusting status from non-immigrant to immigrant) I-864 - the binding affidavit comes up. So the petitioner/sponsor becomes responsible for the immigrant that immigrates as an immediate relative.
