My green card is never came

Timeline

Hi all, 

I got approval on my immigration Visa and arrived in US in September 2017. However, the green card is lost by mail so I've never received it. In Nov 2017, I applied I-90 (replacement of green card). Today, I received a letter from USCIS saying that my application of replacement of green card is ineligible. The reason is they already sent out the card and they didn't receive returned mail 

The point is, I really never received it. Why do I need to pay one more time for the application.

I'mso surprised. It took me 9 months to know that my application is ineligible.

I really don't know what should I do. Anyone has similar experience?

Did you ever contact uscis originally to tell them the card was not received? Did you confirm with USPS that it was lost in the mail /did they say it was delivered, returned, etc?

Honestly I would consult an immigration lawyer in this specific instance since it's "abnormal" circumstances.

I don't think it is abnormal case. It is just simple case as "mail got lost". The bad part is USCIS didn't receive anything returned by post office so they assume I received the card and lost it. Yes, they clearly said if they receive nothing returned, the responsibility will be on mine. It is very simply. If I apply the card replacement and pay again, they will issue it. So, it is a matter of time and $$. I feel sad as I really really haven't received it. Why the responsibility is on my side?
