Then he needs to indicate his current income is zero, then state and document his savings.  NVC will forward the case on to Montreal but will send him a somewhat confusing email saying his income isn't enough but the Consular Officer will make the decision.  They would do the same, even if he had 50 times the income requirement in liquid assets.  It's just what they do.  For Montreal, I would see no problem with the affidavit of support in this situation.

Ok thank you very much for your help. I had heard from similar situations, that it could be enough, but it is completely down to the discretion of the officer who is reviewing the case as you said, they will make the decision. We do have a co sponsor, but we would rather ask as a last resort, as I'm sure most people would!

Thanks again!

It will go to London, United Kingdom 🇬🇧

Make sure that you follow the written instructions for the I-864. The most recent tax return is required, even if it shows a very low income.

If he didn't file for 2017, he needs to write a statement saying he did not file because he was a full time student and earned only $xxxx.xx in 2017, which was below the filing threshold. He can include the statement  behind the I-864 form. The previous two returns are optional but may be included if you think it helps show an income history. Then include the proof of the cash savings behind that.
