Good thing they have immigrants to support them.

Did the piece define that they were all American citizens?  I see they used the term "Americans", but considering they got their data from the Census bureau I am not sure if there is definitive citizenship data.

That’s a good point.  But most of the programs mentioned are only available to citizens.

I live in Columbus Ohio, my stepson gets free breakfast and free lunch daily because according to the school 100% of residents live below the poverty line. This program is extended to every school within the Columbus City School District. It doesn't matter what the parents earn, it doesn't matter the family system the children liven in, the cost of their house etc ... yet this is a means based government program with no controls over who gets it, so I think if Columbus is the norm, the 51% number quoted in the OP is probably low, I have not made below the poverty level since I was in the military 30+ years ago. This program is open to all students in the school system and not limited solely to legal citizens or LPR.

the school system my mom works in recently started free lunch/breakfast (at the elementary level only) for all students. no one pays for lunch, of course kids can still pack their lunch. i can't find the article right now with the details, but when the city unveiled the plan they cited that ~70% of enrolled students lived in households below the poverty level. my understanding it was more about making sure all children are able to eat without the stigma of being 'poor'. probably also has to do with the amount of time and effort the school offices have to put into collecting lunch money from parents on past due accounts.

my mom has told me some real sad stories of students who dread school breaks and weekends because food is scarce, but when they're at school they know they're getting breakfast and lunch. anyway..my question is how is this a means tested benefit if the parents are not capable of opting out and paying for their kids lunch.

I agree with not stigmatizing kids and maybe it does reduce efforts on the schools for tracking and collecting lunch money, it does however allow for inflated statistics to the number of people needing/receiving needs based government assistance

i know that areas have their own unique issues/demographics but in this area most parents with money generally do not send their kids to public school until high school. are you saying that the columbus school system reports 100% poverty level based on the fact that they provide free meals to everyone and not income? cause that's weird.

pretty much, when I moved here I questioned their assertion of 100% meeting the requirement as we did not, I was told they counted everyone as qualified for the free meal program

Personally I feel that school is a place one goes to learn, and I never really understood the concept of requiring a child to pay for food received there (unless it's coming out of a vending machine). Baltimore just opened a new school with a food pantry and laundry facility, because there are so many starving and neglected.

yeah, that is weird. there's a difference between 100% living below the poverty level and 100% qualifying for free lunch - given all students are welcome to eat lunch free of charge..

it's bad here, i can only imagine how bad it is in bmore. so sad.
