Consular section process in a ‘thirty party” country

Hello, people I need an advice here, my wife is a US citizen we’ve  filed I-130 already and got our NOA1and still waiting for NOA2 from uscis, I’m currently a student in China I will complete my studies soon. We went to our country of birth in February 2018 for our marriage before the filling, I known my wife all my life because we were born in the same country attend the same high school but different college. We are 

planning on going back home again in December 2018. My questions are

 

1. Is it appropriate to complete the spouse visa process while in China “third party” country or Is mandatory that I apply from my country of birth

2. What are our chances of getting the visa considering our current geographical locations

If somebody can share more light on it as to the way forward it will be much appreciated we are a little confuse, thanks for your

Yes to first and No to the second.

Chances of getting a visa is not affected by geographical locations but by evidences of relationship you’ll submit and your interview about your relationship.

When you get to the NVC stage, you can send an email to NVC requesting a change of consulate to Guangzhou based on your valid residency in China.

NVC usually determines which embassy the packet is mailed to for the interview to be held. As @TM92 suggested, email the NVC when you get to that stage.
