so we dont have to wait till the packet gets to the embassy and receive packet 3?

I'm not totally sure how Columbia's embassy works but if you just read all the instructions from the website I provided for you that should be very helpful for you. Do you have a NVC number already? If so that will be used to pay for the visa and to fill out the DS 160 and then schedule your visa interview. This website is what will guide you to the information concerning your embassy interview so hope this will help!! https://ais.usvisa-info.com/en-co/iv/information/iv_services  This site can be used to track your NVC number.https://ceac.state.gov/ceac/

Yes I have an NVC # already and I've submitted the DS-160. But it seems as I have to wait till my packet gets to Bogota's US Embassy (following the websites info) for them to let me schedule the interview date and proceed to paying for it.

Okay well seems like you have a good handle on everything as I know every embassy is different so once you receive that packet 3 email all systems go and by then your NVC status should say read "READY" and get that interview scheduled. Wishing the best as you are almost home my friend. I would say from here on out maybe in less than 2 month you should be able to start making those wedding plans!!!
